I don't know anything about the engine, but from what I've experienced so far, animated backgrounds aren't possible.

Animated clouds are possible, so with lots of code it might be done. I don't know anything about coding.

It may be possible using Cloud layers. Not sure how one would construct a cloud layer below the player as opposed to above, but one could theoretically design two layers of clouds that would mimic the effect in the video.

On a serious note, a dts shape would be your best option for the clouds as the engine is limited to what you can do with skyboxes with the cloud fields. Programming wise, slim chance its possible.

Coding wise: very hard In .dts: Very possible, problem is making it loop without visible transition but it depends how you make it.
